MINUTES OF THE MEETING OF THE AWARDS AND PROJECTS COMMITTEE OF ILKLEY PARISH COUNCIL HELD IN THE COUNCIL CHAMBER OF ILKLEY TOWN HALL ON Monday 25th June 2012 (the meeting was adjourned and reconvened on Thursday 5th July 2012 at 7 pm).

1213/13           Chairman’s remarks

Cllr Gibbons welcomed everyone to the meeting and explained that this meeting had been arranged to consider the applications from the Ilkley and District Road Safety Committee and the Ilkley Summer Festival, both of which were delayed due to the implementation of the new application process for awards.

 

1213/14           Apologies for absence

Apologies had been received from Cllr Walbank and the reason for absence noted.

 

1213/15           Disclosures of interest

Cllr Gibbons declared a personal interest in respect of the award application from the Ilkley Summer Festival (minute 1213/19) as he is a colleague of Cllr Anne Hawkesworth at Bradford MDC and he is Project Manager for the Concert on the Grove, which forms part of the Ilkley Summer Festival.

Cllr Kitching declared a prejudicial interest in respect of the award applications from the Ilkley and District Road Safety Committee and the Ilkley Summer Festival, as he had assisted with both applications.

 

1213/16           Resolution to adjourn the meeting

No members of the public were in attendance at the meeting (other than the award applicants)

 

1213/17           Minutes of the previous meeting

Proposed by Cllr Bowen

Seconded by Cllr Robinson

RESOLVED that the Minutes of the Awards and Projects Committee Meeting held on 31st May 2012 be approved and signed as a correct record.

All present were in favour.

 

1213/18           Clerk’s report and update for information only

Letters of thanks received in respect of awards granted by the Council from the following organisations:

Soroptimist International of Ilkley – thanking the Council for an award of £400 for a Jubilee tennis afternoon.

3rd Ben Rhydding Scout Group - thanking the Council for an award of £4,680 for re-surfacing their car park and pathway. Cllr Bowen reported that he had been informed that the work had been completed.

                       

1213/19           Awards applications for discussion

ILKLEY AND DISTRICT ROAD SAFETY COMMITTEE  

Mr Reg Cranage attended as the representative of the above organisation.

Cllr Kitching left the room at this point.

Proposed by Cllr Ridgway

Seconded by Cllr Robinson

RESOLVED that an award of £394.80 be made to the Ilkley and District Road Safety Committee for a computer that is compatible with their mobile speed indicator device.

All present were in favour

 

ILKLEY SUMMER FESTIVAL

Cllr Anne Hawkesworth attended as the representative of the above organisation.

Cllr Hawkesworth mentioned that Mr. Peter Marshall had recently passed away. Cllr Gibbons expressed the committee’s sadness in respect of this sad news.

Due to time constraints and the need for further information, Cllr Gibbons adjourned the meeting until 5th July 2012.

 

The meeting was reconvened on Thursday 5th July at 7 pm.

 

ILKLEY SUMMER FESTIVAL

Cllr Anne Hawkesworth attended as the representative of the above organisation.

Proposed by Cllr Ridgway

Seconded by Cllr Robinson

RESOLVED that a recommendation be made to full council that an award of £7,000 is made to the Ilkley Summer Festival dependant upon the following three conditions being completed by 31st October 2012:

  • The Festival to change its registered address.
  • The Festival to provide a full list of its directors.
  • The Festival to provide a draft financial out-turn from this year’s Festival.

Due to his prejudicial interest, Cllr Kitching did not take part in the vote.

All present were in favour.

 

1213/20           Items for the next agenda

The Clerk should be given seven clear days’ notice of items for the Agenda of the next meeting.

 

The next scheduled meeting of the Awards and Projects Committee will be held on 13th August 2012.
